Managing a Multiple Project Environment with the Critical Chain Approach

Octobers meeting was about  applying a different approach to making change within our organizations.  This months Professional Development Meeting provides an overview of a more effective means of managing our resources on our journey to enable those improvements we have decided to undertake. The approach provides a higher degree of on-time and on or under budget completion.The Theory of Constraints methodology and its derivative applications has been endorsed by APICS. The APICS Constraint Management SIG is one example of this endorsement and the five steps of constraint management are widely accepted and practiced in the production environment. What is not generally known is how these five steps can also be applied to the managing of projects in conjunction with the powerful tactical solution (critical chains) developed by the Goldratt Institute. This presentation will also show that the constraint for one project is not the constraint for several projects in progress. The inability of organizations to recognize the differences between the single project and multi-project scenario will typically result in the great majority of projects not being completed on time, or within budget, or meeting scope. The Institute approach will also demonstrate that the five steps of constraint management can still apply but that the paradigm changes required for the multi-project environment are far more complex and software solutions, of and in themselves, are not sufficient. The applicability of the powerful critical chain solution still prevails but within a different framework, and its effectiveness can be significantly diminished by ignoring what may be cultural and procedural constraints of equal / greater magnitude in the organization. The presentation will provide the audience with the understanding of action steps that can be quickly initiated to enhance the managing and performance of projects. They will also understand when software may be required and what capabilities the software should provide in the multi-project environment. Above all, they will understand why the managing of projects is far more difficult than the managing of production.
Donn Novotny, PhD, is a partner in the Avraham Y. Goldratt Institute, founded by Dr. Eliyahu M. Goldratt. Dr. Novotny is involved in the development and dissemination of the knowledge of the Theory of Constraints with recent emphasis on the Latin American countries. He has lectured at many prestigious universities in North and South America and Institute programs have been incorporated into many of the curriculums. He also serves on the Education Task Force for the American Chamber of Commerce in Mexico as well as the advisory council for many other universities. Dr. Novotny's background includes extensive experience in industry as consultant and executive as well as faculty appointments at Purdue, Wharton, and the University of Notre Dame. Simulation, shop scheduling, and materials management have been the focus of his research and his work was instrumental in the development of many finite scheduling systems. His current research efforts are devoted to the need to identify and resolve the strategic constraints of an organization. His current geographic responsibilities have been expanded to include the United States and Canada.
